Are you using oringal or aftermarket skirts? aftermarket ones I put the brackets on the skirt install the skirt without the tire and reach up behind and tighten the clamps. I don't remember how oringal skirts mounted I all ways used 57 Merc cruisers.

The fender skirts are original skirts for 55 & 56, which I bought a couple of years ago, but didn't get mounting brackets with them.    I recently obtained a set of brackets, but no instructions came with them.    I shoulda been more keerful 'bout asking the right questions when buying something.  lesson learned!
