Just a question, but are you sure the issue is with the cable construction?  I have had cables that unless properly lubed will cause a bouncing needle as well.  Maybe just lube the p*ss out of it with speedo cable grease?

Something else that contributes to a bouncing speedometer is if the cable doesn't draw up tightly on the back of the head.  If the threads get tight before the cable comes up flush to the head, then the cable is still loose which causes some bounce.
